The Karnataka government has proposed a new crowd management bill following the Bengaluru stadium stampede that resulted in 11 deaths and 56 injuries.
The Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill, 2025 includes penalties of up to three years’ imprisonment and fines starting from Rs 50,000 for violators.
Event planners and organisers will be held accountable for crowd control at large gatherings, such as sports events, weddings, and political rallies.
The bill specifies limits on the number of participants at public events and mandates prior application for event permissions. The draft is set to be discussed by the state cabinet soon.
