The Union Government notified the "Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025" on July 3, 2025, under Section 108B of the amended Waqf Act, 1995, which was inserted as per the Waqf (Amendment) Act 2025, which came into effect from April 8, 2025.
The rules mandate a digital portal with unique IDs for every waqf and property, online enrolment of mutawallis, and standardised procedures for registration, audit, and record-keeping.
States are required to publish post-survey waqf lists online. The rules also include maintenance provisions for widows, divorced women, and orphans.
Meanwhile, the Supreme Court has reserved orders on the plea of several petitioners to stay the operation of the Waqf Amendment Act 2025.
