Maharashtra Government to Formulate Rules for Spas and Cross Gender Massages : Bombay High Court

The Bombay High Court told the Maharashtra government to create rules for spas and massage centers, covering things like licenses and cross-gender massages, and to submit them by June 10, 2025.

Eleven massage therapists filed a petition claiming police raids under the Immoral Traffic (Prevention) Act, 1956, violated their right to livelihood and dignity. The Maharashtra government formed a 12-member committee to regulate operations, following Delhi’s guidelines and the Madras High Court’s 2019 judgment.

The Court confirmed that cross-gender massages are legal, asked for input from relevant people, and set June 10 as the deadline for finalizing the rules.
