The CCI dismissed Bijay Poddar's complaint alleging Coal India Limited (CIL) abused its dominant position through one-sided terms in the 2022 e-auction scheme.
It identified the relevant market as producing and selling non-coking coal under e-auction schemes in India and acknowledged CIL's dominant position.
However, no evidence of abuse was found, as the 2022 scheme addressed concerns from a 2013 ruling on similar clauses. Allegations of unfair terms, refund delays, and lack of complaint mechanisms were deemed unsupported.
The CCI concluded that Section 4 of the Competition Act, 2002, was not contravened and closed the case without further investigation.
