Fee determinations must account for infrastructure, staff salaries, and operational costs, with management barred from profiteering. Financial disclosures must be made publicly.

A three-tier grievance mechanism is proposed, with appeal bodies at school, district, and state levels. Violations attract penalties of ₹1–₹10 lakh, escalating upon repeated breaches, and may lead to derecognition.
