
The Bar Council of Delhi has launched a first-of-its-kind e-research library at the Rouse Avenue Courts Complex, inaugurated on July 5, 2025, and funded with ₹20 lakh.
Named after former chairman B.S. Sherawat, the facility provides lawyers access to SCC Online, Manupatra, Lucio (an AI-based legal research tool), and e-books across 15 desktops.
Operating on weekdays from 9:30 am to 5:30 pm, the library employs a technical expert and superintendent, with a monthly maintenance cost of ₹1 lakh. The Council also plans to enable remote access across India.
This initiative follows Delhi’s rollout of ‘Adalat AI’, which assists in court transcription in eight states amid rising case backlogs.
