Delhi HC: Prolonged Terror Planning, Radicalization Punishable Under UAPA

The Delhi HC has ruled that even prolonged contemplation and preparation for terrorist acts, even without executing them are punishable under the Unlawful Activities (Prevention) Act (UAPA).

The court highlights the expansive definition of "terrorist acts" under Section 15, of UAPA including the expressions 'with intent to strike terror', by any other means of whatever nature to cause or likely to cause. 

The court, addressing an appeal by an alleged Al-Qaida member, stressed that radicalization, recruitment, and plans without specific targets, as per Section 18, are serious offenses.
