Observing that the blanket blocking notice lacked post-wise reasons, bypassed individual application of mind, and failed to offer affected users an opportunity to respond.
The Court clarified that speech is protected until it crosses into actual incitement, warning that sudden, opaque restrictions create a harmful chilling effect that forces citizens to self-censor.
