Goa Issues 2025 Guidelines for App-Based Taxi Services, Seeks Public Feedback

The Goa government has issued the Goa Transport Aggregator Guidelines, 2025, to regulate app-based taxi services and curb overcharging complaints from tourists.

Aggregators must partner with licensed local drivers and ensure fair pay, health insurance (₹10 lakh cover, extended to families for female drivers), and timely payments within 72 hours or face a 25% penalty. 

Female drivers will get ₹30,000 or insurance reimbursement for 500 trips annually, with a 100% fee waiver if they form 20% of the fleet.

While welcomed by Uber and Rapido, local taxi unions oppose the move. Public feedback is open until June 30.
