Half-Baked Petition Filed After Three-Year Delay Dismissed With Costs: Delhi High Court

The Delhi High Court dismissed a writ petition filed by the Union Government challenging orders of the Central Administrative Tribunal, citing an unexplained delay of nearly three years and absence of complete records.

The Court observed that the plea was a “half-baked” petition, noting that even one of the impugned CAT orders was not annexed.

Emphasising the need for diligence in litigation by the State, the Court imposed costs of ₹25,000, payable to the Poor Patients Fund at AIIMS, and directed that the amount be recoverable from the officer responsible for filing the petition.

Liberty was granted to file a fresh petition with proper records, subject to payment of costs.
