
The Jammu & Kashmir and Ladakh High Court has notified the Video Conferencing (Nyaya Shruti) Rules, 2025 to modernize court proceedings and eliminate delays caused by the physical absence of parties, witnesses, or lawyers.
The rules align with the Bharatiya Nagarik Suraksha Sanhita, 2023, allowing trials, evidence recording, and even judgment pronouncements via secure video conferencing platforms.
Accused persons (excluding first appearance), witnesses, and experts can now join remotely. The court mandates encrypted software, identity verification, and strict anti-recording protocols.
These rules replace the 2021 version and include provisions for vulnerable witnesses, open virtual access, and the creation of dedicated VC centers.
