
The Karnataka High Court has directed the State to immediately enforce Rule 138(7) of the Central Motor Vehicles (Second Amendment) Rules, 2022, after a petition highlighted the absence of child helmets and safety harnesses for pillion riders aged nine months to four years.
The rule mandates a safety harness, an approved crash helmet, and a speed cap of 40 km/h when carrying children in this age group.
The State informed the Court that the required safety equipment was still under development. The Bench instructed authorities to take effective steps without delay, preferably within six months, to ensure compliance and protect child riders.
