The Kerala High Court, acting on a PIL by the Kerala Yukthivadhi Sangham, asked the state government to explain how it plans to control harmful practices like black magic and witchcraft in the absence of legislation.
The government disclosed that its cabinet decided in July 2023 not to enact the proposed Kerala Prevention and Eradication of Inhuman Evil Practices, Sorcery and Black Magic Bill, 2022.
While the Court acknowledged that it cannot compel the legislature to pass laws, it questioned whether the state’s stance amounted to tacit approval of these practices.
The state must submit a detailed affidavit outlining alternative steps within three weeks. Hearing is scheduled for July 15.
