Retired CISF Personnel Can Also Buy Liquor from CAPF Canteens: Kerala High Court

The Kerala High Court ruled that retired CISF personnel are entitled to purchase liquor from Central Armed Police Forces (CAPF) canteens under the Central Liquor Management System (CLMS).

Justice N. Nagaresh held that denying this benefit only to ex-CISF members, while allowing it for other CAPF retirees, amounted to hostile discrimination and violated Article 14. The Court rejected the CISF’s claim that inclusion could cause indiscipline and quashed its June 28, 2024, order.

The CISF was directed to provide relevant data to CLMS authorities so that liquor sale benefits could be extended to all ex-CISF personnel equally.
