The Victim Rights Centre (VRC) of KeLSA submitted a detailed report to the Kerala High Court recommending reforms to strengthen India’s adoption and foster care framework.
The report proposed mandatory training for prospective parents, psychological assessments, supervised trial placements, and strong post-adoption support through counselling centres, helplines, and peer groups.
The Court also suggested setting up a multidisciplinary Annulment Review Board and a model Child Legal Assistance Program, highlighting the child’s emotional security, The Court has urged financial protection during annulments and gradual reunification.
The Court has asked the Union Government to respond by October 22.
