The Kerala High Court ruled that society must focus on reforming, not just punishing, criminals, stating that poverty, lack of education, unemployment, and mental health issues often push people into crime.
Citing the example of the sage Valmiki, who reformed and wrote the Ramayanam, the Court said that a criminal's past shouldn't define their future.
In a petition by a man on a police rowdy list, who hadn’t committed any crime in 8+ years, the Court ordered the removal of his name.
The court clarified that rowdy lists are for police use only and not for public display, protecting the right to privacy. (Nixon v. The City Police Commissioner)
