
The Kerala High Court sought the State’s response to a plea by law graduate Stephen V. Thomas for directions to conduct long-pending enrolments of law graduates to the Bar Council of Kerala (BCK).
Justice N. Nagaresh asked the standing counsel to consider invoking Section 58 of the Advocates Act, 1961, which allows the High Court to step in if the Bar Council fails.
Thomas argued that enrolment has stalled since the Court invalidated BCK’s quorum in Yeshwant Shenoy v. BCK and no elections or Special Committee were formed. He said the delay violates Articles 14, 19, and 21. Hearing resumes August 25.
