Madras HC: Chennai Corporation Clarifies Muzzling of Pet Dogs Not Mandatory; Only Leashing Required in Public

The Madras High Court recorded that the Greater Chennai Corporation’s circular requiring pet dogs to be muzzled in public is not mandatory, though leashing remains compulsory.

The Corporation informed the Court that pet licences must be obtained by December 7, 2025, with a ₹5,000 fine for non-compliance, and the previous cap of four pets per person would be removed.

The plea had challenged the earlier November 24 cut-off, the pet cap, and the practicality of mandatory muzzling for certain breeds.

The petition was closed.
