
The Punjab and Haryana High Court dismissed a plea seeking 27% OBC reservation in RGNUL Patiala, filed by a Jat Sikh candidate, who belongs to a recognised Backwards Class.
The Court held that the reservation under Article 15(4) of the Constitution is enabling, not mandatory.
The court clarified that RGNUL is not a Central Educational Institution under the Central Educational Institutions Reservation in Admission) Act, 2006, so the 27% OBC quota doesn’t apply.
The university already reserves two seats for OBCs under its regulations. The Court ruled that no law forces RGNUL to implement a specific quota and dismissed the petition.
