
On June 2, 2025, President Droupadi Murmu promulgated the Union Territory of Ladakh Reservation (Amendment) Regulation, 2025, amending the Jammu & Kashmir Reservation Act, 2004.
The regulation introduces an 85% reservation in government jobs and educational institutions in Ladakh for local residents, excluding the 10% EWS quota. It also provides for a one-third reservation for women in the Ladakh Autonomous Hill Development Councils.
Domicile criteria include residing in Ladakh for 15 years or studying there for seven years and passing Class 10 or 12.
The amendment aims to preserve Ladakh’s demographic balance, culture, and boost local representation in governance.
