
The People’s Union for Civil Liberties (PUCL) has filed a writ petition in the Supreme Court challenging the Election Commission of India’s directive for a Special Intensive Revision (SIR) of electoral rolls, beginning with Bihar.
PUCL argues that the June 24 order lacks a valid legal basis, procedural safeguards, and imposes strict documentation norms that may disenfranchise lakhs of genuine voters.
With elections in Bihar approaching, the rushed SIR is said to burden resources and risk arbitrary exclusion of voters, particularly from marginalised groups, violating constitutional principles and threatening the democratic process.
