The Punjab and Haryana High Court dismissed a plea seeking to quash the sectoral development plan that approved a clinic site in Sector 17, Panchkula.
The Court held that access to medical facilities is an essential part of the right to life under Article 21 of the Constitution. It noted that the clinic would benefit residents, especially the elderly and disabled.
The Court further held that the objection regarding traffic congestion was baseless, as the layout plan existed before the petitioner’s plot purchase.
Thus, the Court dismissed the petition filed by the House Owners Welfare Association.
