The Punjab & Haryana High Court has issued notice to Panjab University concerning its directive requiring first-year students to submit affidavits pledging not to protest without prior written permission, non-compliance risking cancellation of admissions or debarment from exams.
The Court observed that when the right to protest under Article 19 conflicts with the right to education under Article 21A, the latter must prevail.
While the University justified the policy, citing past disruptions, petitioners argued it was vague and unconstitutional.
The Court directed the students to file the affidavit provisionally. The matter is next listed for September 4, 2025.
