
The Supreme Court rejected a claim based on the doctrine of legitimate expectation, holding that merely studying in a government-run institute does not confer an automatic right to appointment in government service.
The Court observed that legitimate expectation cannot override statutory rules governing public employment and cannot be invoked to claim absorption or appointment without following a lawful selection process.
It clarified that government jobs must be filled strictly in accordance with recruitment rules and constitutional principles of equality.
Accordingly, the Court dismissed the plea seeking appointment solely on the ground of having studied in a government institution.
