
While the Supreme Court maintained a strict pan-India stance on removing stray dogs from public and educational institutions, it carved out a narrow, experimental exception for NALSAR University, Hyderabad.
The Bench allowed the university's Animal Law Centre to continue its internal Capture-Sterilize-Vaccinate-Release (CSVR) model. However, this exception is strictly bound to legal accountability.
The Court ordered the center to furnish an undertaking accepting absolute tortious liability and financial responsibility in case of any dog-bite incident on campus.
The Bench clarified that animal welfare initiatives cannot be divorced from public safety, making such liability affidavits mandatory for any campus-based animal group nationwide.
