
The Supreme Court empowered District Collectors across India to enforce the Solid Waste Management Rules, 2026, by delegating powers under the Environment (Protection) Act, 1986.
A Bench of Justices Pankaj Mithal and SVN Bhatti directed Collectors to form dedicated “Special Cells” to monitor compliance, conduct inspections, and take strict action against violators, including stopping water and electricity supply to bulk waste generators violating the rules.
The Court clarified that directions issued by District Collectors would carry the authority of Supreme Court directives.
Stressing that a clean environment is part of Article 21, the Court also ordered stricter implementation at tourist and pilgrimage sites.
