
The Supreme Court summoned the Chief Secretaries of all States except West Bengal, Delhi, and Telangana for failing to file compliance affidavits in the ongoing matter concerning stray dogs.
The Division Bench warned that failure to appear on the next date of hearing would invite penalties or coercive action. Earlier, the Court had directed all States to submit compliance reports under the Animal Birth Control Rules, 2023, but noted that only the three aforementioned States had complied.
The stray dog issue has remained under judicial scrutiny since August, when the Court first ordered their capture in the National Capital and later directed their re-release post deworming and sterilisation.
