The Supreme Court has directed all High Courts to frame or amend rules for the appointment of court managers and submit them to the respective state governments within three months.
The Court observed that despite directions in 2018, court managers continue to work on a contractual basis, and some states have even discontinued the posts due to a lack of funds.
The court mandated the regularisation of existing court managers, subject to a suitability test, without entitlement to arrears. Declaring them as Class-II gazetted officers, the Court clarified their reporting hierarchy.
The directions were issued in the ongoing All India Judges Association case.
