Supreme Court to Begin Hearing Presidential Reference on Bills’ Assent Timelines from August 19

The Supreme Court will start hearing the Presidential Reference from August 19 regarding the powers of Governors and the President under Articles 200 and 201 of the Constitution, which deal with Governors withholding or reserving assent to state bills.

The reference was made after Tamil Nadu raised concerns over delays by its Governor in granting assent, prompting President Droupadi Murmu to seek the Court’s opinion under Article 143.

A Constitution Bench led by CJI BR Gavai and others has asked parties to file written submissions by August 12. Kerala and Tamil Nadu, opposing the reference, argue that it attempts to override earlier rulings.

The Court will hear arguments from both sides across several dates in August and September.
